Dr. Jasmine Moussa: Egypt’s Legal Voice on the International Stage

Dr. Jasmine Moussa stands out as one of Egypt’s most distinguished legal minds in the realm of diplomacy. As Counsellor for Legal Affairs at the Cabinet of Egypt’s Minister of Foreign Affairs, she plays a central role in shaping and defending Egypt’s legal positions before major international courts and institutions, skillfully combining academic depth with diplomatic expertise.
Her name has gained prominence on the international legal stage through her representation of Egypt before leading judicial bodies such as the International Court of Justice (ICJ) and the International Tribunal for the Law of the Sea (ITLOS). In addition, she serves as a member of the Permanent Court of Arbitration, cementing her position as a respected figure in global legal circles.
Dr. Moussa’s distinguished career includes serving at Egypt’s Permanent Mission to the United Nations in Geneva, as well as in key departments of the Ministry of Foreign Affairs, including the Department of International Legal Affairs and Treaties, and the Department of Multilateral Affairs and International Organizations.
In the academic sphere, she has left a significant mark. She taught Public International Law at the American University in Cairo (AUC), International Humanitarian Law at Queen’s University in Canada, and supervised international law studies at St. Edmund’s College and Magdalene College, University of Cambridge.
She is the author of the influential book “Competing Fundamentalisms and Family Rights” (Brill, 2011), and her research has been published in top-tier legal journals, including the British Yearbook of International Law, International and Comparative Law Quarterly, and the International Review of the Red Cross. She also served as Editor-in-Chief of a leading legal journal from 2012 to 2013.

She holds a B.A. in Political Science and Economics and an M.A. in International Humanitarian Law from the American University in Cairo, an LL.B. from Cairo University, an LL.M. in International Law from the London School of Economics, and a Ph.D. in Law from the University of Cambridge.
