Counselor Mahmoud Fawzy stands among the most prominent legal minds in Egypt over the past two decades, thanks to his extensive experience and distinguished standing across the fields of judiciary, legislation, media, and politics. Since graduating from the Faculty of Law over 22 years ago, Fawzy has held sensitive and influential positions within the state, accompanying it through critical legislative and constitutional turning points.

Born and graduated from the Faculty of Law in 2000 at the top of his class, Fawzy went on to earn master's degrees in both private and public law, followed by an international LL.M. in comparative law from Indiana University in the United States in 2009 — a blend of Egyptian legal education with global legal perspectives.

He began his career at the State Council (Maglis al-Dawla), rising through its judicial, legislative, advisory, and judicial inspection departments, eventually becoming Vice President of the Council. Alongside his judicial work, Fawzy served as legal advisor to several ministers — from Investment to International Cooperation, Trade and Industry to Finance, and Transitional Justice — and was also a key legal advisor to the House of Representatives during pivotal times.

His competence earned the state’s utmost trust when he was appointed Secretary General of the House of Representatives (2019–2021), after having served as legal advisor to the Speaker since 2016. He played a pivotal role in drafting the House's internal bylaws and led several influential committees such as the Ethics and Constitutional Committees. He also directed the research unit supporting the Inter-Parliamentary Union’s Counter-Terrorism Committee, specializing in extremism-related issues.

Following his tenure in Parliament, Counselor Mahmoud Fawzy became Secretary General of the Supreme Council for Media Regulation (2021–2023), and later was chosen as Head of the Technical Secretariat of the National Dialogue and a member of its Board of Trustees — during one of the most sensitive phases of political and societal dialogue in Egypt.

In 2023, Fawzy voluntarily resigned from his judicial and regulatory posts to fully dedicate himself to managing President Abdel Fattah El-Sisi’s electoral campaign. He served as the campaign’s Chief, Legal Advisor, and Official Spokesperson, reaffirming his central role in Egypt’s political landscape. In 2024, he was appointed a member of the Board of Trustees of the National Training Academy.

Fawzy's influence has not been confined to institutions alone — he has left a clear imprint on constitutional and legislative drafting. He was a member of the Technical Secretariat of the “Committee of Ten” that drafted the 2014 Constitution and participated in discussions on the 2019 constitutional amendments. He also joined committees responsible for drafting key laws such as those governing political rights, elections, and electoral districting, serving as their official spokesperson.

He also holds considerable experience in international arbitration, being listed among the international arbitrators at the International Centre for Settlement of Investment Disputes (ICSID) of the World Bank, where he handled major commercial arbitration cases. Moreover, he headed the Technical Secretariat of the Supreme Committee for Public-Private Partnership (PPP), contributing significantly to key investment portfolios.

Fawzy has represented Egypt in numerous international forums, notably at Inter-Parliamentary Union conferences and counter-terrorism events in Geneva and Belgrade. He has also led high-level parliamentary delegations in significant regional meetings, earning him international recognition and reflecting the high level of trust placed in him.
