The National Report of the Arab Republic of Egypt on Counter-Terrorism 2022
This report is the third edition of the National Report of the Arab Republic of Egypt on Counter-Terrorism for the year 2022, which is issued by the Ministry of Foreign Affairs, in cooperation with various relevant ministries and national institutions. It highlights efforts to counter terrorist and extremist threats, and best practices and policies in this regard. The report demonstrates facts on the ground, consistent with the four pillars of the United Nations Global Counter-Terrorism Strategy, which are implemented in an integrated and balanced manner.The report demonstrates in details different pillars of Egypt's comprehensive counter-terrorism approach, that addresses various aspects of terrorism and extremism, in particular with regard to prevention and addressing the root causes of these phenomena. It also highlights policies aimed to strengthen national capabilities related to counter- terrorism and extremism, and efforts to enhance the society’s resilience, in particular the youth. It underscores as well the efforts of undermining the "Islamist" groups, most notably the "Muslim Brotherhood" terrorist group, which seek to target national institutions, and highlights national programs of supporting victims of terrorism.Countering and preventing terrorism and extremism are placed at the core of the priorities of the Egyptian foreign policy. Egypt plays a prominent role in strengthening the international counter-terrorism governance. In this regard, Egypt has been endorsed in April 2022 as Co-Chair, together with the European Union, of the Global Counterterrorism Forum (GCTF), which is a prominent international platform, that contributes to developing the normative framework of the global counterterrorism and extremism agenda. During its Co-Chairmanship, Egypt will strive to enhance the Forum’s effectiveness, taking into consideration the needs of developing countries, especially those on the African continent, through enhancing their capabilities with regard to countering terrorism and extremism. This comes in line with Egypt's firm conviction that defeating terrorism and extremism will only be attained through developing relevant national capabilities, in parallel with strengthening international and regional cooperation.
